ברכת ציצית - BLESSING ON THE TZITZIT
While reciting the blessing on the tzitzit hold tzitzit in hand, after the blessing kiss the tzitzit and release them.
(One who wears a tallitgadol for the Morning Prayer and will make the blessings for thetzitzit on the tallit gadol does not make the blessing over the thetzitzit of the tallit katan)
LAWS FOR TZITZIT - הלכות ציצית
From the Rav's Siddur
Everyday when putting on the tzitzit examine the threadsto make sure they are kosher (not torn). Special attention should be given tothe part lying on the corners and the coils.
One should untangle thethreads one from the other before reciting the blessing.
If examining andor separating the threads will delay you and you will not be able topray with the minyan, one may skip this examinationand separation of threads.
From the Rav's Shulchan Aruch
1. Anyone reciting Shema withoutwearing tzitzit bears false witness against himself.
Since one must bezealous to perform a precept at the earliest possible opportunity, therefore, immediately after washing the hands, when his hands areclean and it is permissible to recite a blessing, one should put on tzitzit.
2. One is prohibited tocover himself with a garment which requires but lacks tzitzit.
If one should puton such a garment, he violates the positive biblicalcommandment (Deuteronomy 22:12) of tzitzit, for putting on a garment without tzitzit.
3. It is proper to lookat the fringes when wrapping and saying the blessing for the tallit.
For itis written (numbers 15:39) "And you shall look upon it and remember all thecommandments of the Lord and do them.".
Seeing brings toremembrance, and remembrance to performance.

While reciting the blessing, place the tallit over the head andupper body, and bear in mind that God commanded us to wrap ourselvesin it, to remind us to perform all His commandments.
While concluding the blessing, gather the tworight corners of the tallit, raise them up, and place them over theleft shoulder; gather the two left corners and bring them up to theleft side of the chest. Thus all four tzitzit are on the leftside, two in front and two behind.

Remain wrapped after the blessing for approximately there seconds, and recite the following:
